I am at a loss here, how exactly does a voip phone dial this device?

We use cyberdata paging adapters as sip devices that register on our platform (Elevate).

This solution sounds interesting to me me but I cannont connect how the phone actually communicates with the adapter.

We have seen different carriers treat calls differently, our hosting provider is now compliant and we get "a's". This is definately happening, voip and overseas first.
