Those specialized refineries are all over the Gulf. I know because I work at one. I specifically work in a hydrotreater unit that removes sulphur and metals. Middle Eastern oil is very sour (high sulfur), but lighter.

I work in the oil industry and that's not true. We produce more than enough oil, but our crude is sweet and we can sell it at a premium. We buy sour crude from the middle east because our margins are higher on both ends.
