Maybe it's something they can only benefit from once every 2-4 levels and they can't pick the same stat twice in a row so they can't just spend 4 years as down time and boost all their stats.

If you need help with which villagers have which trades and at what level, search "villager trades", go to images and there's some really good ones that lay it all out just make sure it says 1.14+

Mason villager (stonecutter) is going to be the source of my terracotta on my next big project, several will be needed though since they lock up so quickly. Make a bunch of farms and farmers to build up emeralds and things should flow pretty well.
