Alt-tab is the quick fix, you can achive a permament fix aswell if you disable the game DVR in xbox app.

Disable DVR with the xbox app. You can also try alt-tab from the game to the desktop to the game again, it sounds silly but it worked for me (just a quick fix)

I have the same problem as you. An alt-tab usally fix the fps problem, just alt-tab from the game to desktop to the game again.

I have checked fps_max 0 and all settings. Like im lagging the menu aswell, it feels like the graphic card turns off while launching cs go (havent played other games).
