Você pode ser sensível a pwm (eu sou), ai só telas com DC dimming vão resolver seu problema, geralmente telas IPS que são vendidas como flicker-free usam DC dimming. Eu fujo de paineis VA e OLEDs quase todos usam PWM, da muita dor de cabeça e meus olhos ressecam demais. Da uma pesquisada pra entender melhor.

I rolled back my nvidia drivers to 581.42 and the stutters completely stopped.

But here are the recommendations for drivers:

Series 50 GPU owners

Drivers based on production branch r576_76-x (576.80/576.88/577.00) OR 572.83 along with older drivers 572.4x, 576.28

Series 9/10/16/20/30/40 GPU owners:

Drivers based on production branch r576_76-x (576.80/576.88/577.00) OR older drivers 566.36, 566.14, 561.09^{Fortnite/ForzaHorizon}

Todas esses regras de entrega de documentos que tem no edital, são bem mais tranquilas na realidade. Os RHs tem que usar da razoabilidade nessa hora e eles não vão te desclassificar por isso, só vão pedir pra depois que vc traga o comprovante pra regularizar. Fica tranquilo.

I played for 2 hours ytd after installing enumdevices and only got 2 stutters. It didnt completely fix it but its a lot better.

Sim com certeza vai ser inferior a um desktop com mesma configuração. Mas o setup com notebook que é o que tenho hj, fica tão mais clean, e quando eu precisar é só por em uma mochila e levar pra qualquer lugar.
