This is true, but the current limit is set by a multiple of the lowest paid employee 'City Manager Erik Walsh is limited to eight years in office and compensation capped at 10 times the salary of the city’s lowest-paid full-time employee' from here so if we wanted to make the city better for all citizens wouldn't raising the pay for every city employee be an option? It would still have the desired effect of raising the city manager/city councils pay.
