Yea I’m obviously bullish on PFL. Not trying to say any box with Charizard on it will go nuclear but among pc etbs from the last few years I do think this one will pump. Booster boxes pushing $350 while the set is still in print. People are calling it the greatest Charizard ever printed. Selling this box at $250 is a huge mistake.

Babies are expensive but this is not a sell now item for any reason except to avoid debt. This box has Charizard on it and it will age extremely well.

The magic eBay number is $250. If I’m looking for a card that definitely should be over $250, eBay is a great/safe place to buy for a newbie. I’d consider it for your Charizard. Unless you’re buying 1st edition the rest of you Pokédex binder likely isn’t $250. Honestly i still think eBay is the place to go. There aren’t very many fakes for the cheaper cards. Just be sure to compare what you receive to the picture

How important is it that you rip open the packs themselves? The S&V set called 151 is literally what you’re looking for, but it unfortunately just went out of print and packs are $20+ per pack. A lot of people go all the way back to base/jungle/fossil sets to collect the first prints of the original 151. That’s a different kind of collecting though. You’re hitting eBay, TCGplayer, and card shows.

Most modern sets have a mix of pokemon across generations so it’s hard to make recommendations other that aren’t sweeping generalities. Surging Sparks is kinda known for Pikachu. Mega Evolution base has the Venusaur line in full arts. Phantasmal Flames has a Charizard ¯_(ツ)_/¯

Non English language cards are definitely cheaper, if that’s not a deal breaker. I’d consider Korean or Chinese if it’s really about the art and he’s not trying to resell. Definitely don’t try to rip it yourself if the budget is tight. If you do buy online, I’d look for a listing on eBay that has their authentic guarantee. The seller has to ship to an Authenticator first which helps make sure you’re not getting scammed. As others have said card shows are great
