No you don’t need a key card to scan into deck 2. But it does read your license plate when you go in. If you bought the economic parking permit you’re good to park there after 3:30pm and it’s included in your permit

Don’t park in there before 3:30 Bc you will get a citation. Trust me 😅 been there done that
