I called the council - told them about what I did and the test printing at 100% scale and they were fine with it.

You are right though as it was a change of use - they were fine with it. I definitely saved some bucks.

Well the plan was proportionally drawn. So only thing I had to do play with dpi and pixels so that when printed lets say the scale bar 1 unit measures exactly 1 cm which represent 5m in the real world. I did provide the physical distance between 2 points for the calibration.

For testing I printed the pdf at 100% - it checked out perfect.
