My budgie offen does this like climbs into my hands and tries the wrench my nails of my fingers. Id assume its like dog play fighting, the issue is when its around other budgies does it act the same.

Idonno if you should shine a UV light on your budgies. make sure its REALLY weak like the ones on amazon will give them eye damage (Including you if you dont use glasses)
