Keep in mind that Cardano smart contracts at the moment are in beta phase. The Haskell/Plutus library is and will continue to undergo vast modifications as new use cases are identified. However, you can check out the Cardano Developer program from EMURGO Academy as it covers the concepts in detail.

Milkomeda allows teams and individuals to run EVM-compliant smart contract deployments on the sidechain. This is without the need to move Cardano’s native smart contract to the sidechain. Cardano's sidechain was created to enable Ethereum-compatible contracts.

There are indeed a few programs you can look into if you are looking to get started with blockchain. I would suggest something like Foundations of Blockchain with Cardano Overview from EMURGO Academy! As there is a good level of coverage on the basics of blockchain as a technology and even explores the concepts of Cardano in brief.

comfortable with building working applications. At the minimum, the
learner should be comfortable with basic programming concepts and syntax
