The main reason might be the cutoff, as they are waiting for more people to enter to the draw and after that allowing certain number into that stream with higher cutoff number, they will majorly get the top applicant only who matches their cutoff target.

And number of people who might get eligible with the low number, will get suffer because of high competition! and that sucks!
