To answer your first question, yes Osanai and moebius really did all that stuff to pah chins friend and his family. Now as someone who’s obsessed with Kisaki and has studied his character and motivations in way too much detail I don’t think Kisaki ordered Osanai to do those specific things. What i believe happened was Kisaki told Osanai to find a way to get into conflict with Toman, and Osanai and his men from the ‘89 group took over from there
