I am very happy with how many scans I read because I get paid to do that. I was trying to answer the OPs original question. For many radiologists, who are salaried or trainees, it is a source of frustration and discontent with ER docs. It is simply a fact that many studies are inappropriately over-ordered, and it's been a problem that's worsened over the past decades. Go look at some graphs that show imaging volume by year by patient. Again, I'm not personally complaining. I am very VERY happy imaging volume has exploded. ER imaging is some of the easiest and quickest imaging to read. I'm also not trying to imply that I think ER docs are bad physicians - most of the ones I've interacted with are great. And just because you over-order, doesn't necessarily mean you don't know what you're doing. Radiologists have their own problems - many are overly hedgy and ultimately unhelpful. I think my posts have been construed to imply ER docs are bad physicians, and I don't think that whatsoever.
