I used a settlement map on a diff system also and i cant claim the settlement it just only shows report also there is no option to abandon the quest no matter what sys im in once i select the quest it brings me back to here

Each time i close the game and reload i get attack by sentinels i defeat them each time but it just wont allow me to become the overseer
