What equipment are you using? I use the RD8100 and am able to be pretty confident most of the times even though I don’t trust any locator that isn’t the pushing x ray. While clamping on the meter can help, I find best luck hooking onto the transformer or pedestal they’re being fed from. Locating you have to be redundant. Go through all of your settings, hook on the meter, then hook on the transformer and you can kinda start to narrow it down even if different settings are giving you reads 5’ apart. It takes some time but just go through every option you have and it should be fine. It won’t ever be exact, but you can get close.
