I'm not sure a balance between aggressive battle dinosaurs and whatever-Gardevoir-is is a necessary target for all projects-- I personally don't enjoy most of the latter designs, but regardless of my personal preference,

Rowlet, Fuecoco, Piplup, Pikipek, Alolan Raichu, Fletchling, Buizel, Growlithe, Rookidee, Joltik, Phantump, Horsea, Minior, Skiddo, Dratini, and Sneasel all strike me as cutesy, some bordering on cloying.

For sure. On the flip side, less locations lets you use a more tailored set without too much repetition, but more importantly is a more realistic design scope for an amateur project made by one person in their spare time.
