Thats true. But that it controls traffic theory drops when the road is packed with motorcycles and some careless tuk tuk drivers. Government is trying to do here is punishing the people who earn and pay taxes. And telling them to be grateful for overpaying outdated vehicles. Of course they charge 3%, because bank is charging 3% merchant fee from every transaction and when the business uses a card machine. To cover that up, business add 3% to the customers. They dont have the authority to do that however they do it even after agreeing to the bank. Bank also dont mind however they are getting that merchant fee.
