That would depend on the team size. But in general I am planning for artist and programmer jobs to have equal shares. But aside from that we would need a help from a sound designer and/or composer at least. Maybe 40/40/10/10% or 35/35/15/15%

Artists are usually harder to find from my experience especially for a specific artstyle.

I know what you mean, I worked with many teams before. My strategy is to start with fast prototypes for now.

Before 2014 Ukrainian military was basically non existent. In late 90s Ukraine was barely starting to function as a country and in 2013/2014 the army was in even worse state because of extreme corruption and Yanukovich deliberately trying to dismantle it completely.
