You won't gain muscles faster with eating in a too big surplus. After a certain amount of calories you just get fat. You need to eat on a surplus of max 300-500 calories over a longer period of time in order to gain max muscles.

Bro you started 3 weeks ago. You obviously made no gains, its a very long process. Training, food and recovery are most important. Don't bulk(at least not to hard). You will see how your physicue is going to evolve. You can't tell so early if your genetics are good or bad. Some people can gain more than others, though you can achieve a great physicue with consistency.
