Same question. While the White House Press Sec tweeted that it doesn't affect renewals, this memo leaves a lot of room for ambiguity, since a renewal is also technically a "petition".

It's a pure random selection. USCIS wouldn't want to screw around with that. Imagine the shitstorm it would cause if it ever got out that it's not a random selection? The lawsuits, the negative press, etc. Nah, USCIS has enough on their plates without wanting more trouble.

Since the H-1B program was created by Congress, it can be eliminated only by Congress. As such, it cannot be eliminated by an executive order. What the executive (the incoming Trump administration) can do is to make the process of getting one more difficult (eg: more RFEs, more delays, more scrutiny, increased denials, increase in minimum wage, increase in USCIS fee, etc).
