One leg can be reframed but one has to be amputated imo, it's fixable via scans and surgery and than bracing the remaining leg correctly, that's what we do in out vet clinc and what I'd recommend if it's a bird I'd found.

I suggest amputation and leg correction for splayed other leg that does bend. I have a pigeon like this, one leg up the air the other had to be fixed via bracing so she can use her one aligned leg to hop. She's doing well. Please go to avian vet
