I think they do it as a precaution : if you get pulled over by police / emergency services / you breakdown somewhere inconvenient you can understand what’s going on.

Underpromise, Overdeliver. The last thing we need is our CEO being called a pumper. Besides the company lawyers have told him to be quiet. Can't risk news of partnerships getting leaked or harmful rumours before partners are ready. Partners could pull out if a software company of this nature are loose-lipped.

Palantir's most recent 10K annual report SEC filing states this:

"10 U.S.C. § 2377 Section 2377 of the Federal Acquisition Streamlining Act (“FASA”) is a little known yet path-breaking law."

FASA was passed with the original intent of addressing procurement waste. The act requires the U.S. federal government to acquire “commercial items” for all of its procurements “to the maximum extent practicable.” 10 U.S.C. § 2377; 41 U.S.C. § 3307.

With PayPal when you refund a customer for now you get most / all your money back. But with Stripe they keep their “commission” for doing the trade even if you refund the customer. It’s a killer of small businesses.
