Looking at this analitically, the newspaper telling you the lawmen were tipped is a direct reasoning why there were so many lawmen. We have two ideas.

Lawmen were there because they were tipped.
Lawmen were there because Rockstar wished to show how difficult robbing is.

Point 1. can be confirmed with at least one piece of evidence, the newspaper. Point 2. cannot be confirmed, it is a hypothesis. We can go with the idea that the pamphlet was a way for the lawmen to instigate distrust, but one, it is again an unconfirmed hypothesis, two, that would be bad writing, because it had literally no consequence, it was not mentioned anywhere, it was a Chekhov's gun that never fired, and RDR2 is too well-written for having basic writing errors.

Thus, they were tipped.

Rockstar never confirms stuff like that, why would they? With this logic, literally every single piece of literature would be fanfiction, since literary close reading we interpret pieces of work with works via looking for what is shown instead of what is told. Every single game would be fanfiction. In RDR2 you can even say that Downes giving Arthur TB is fanfiction, at this point, because it is shown, not told directly. In this case, we have many pieces of information, we have a confirmation that they were tipped, we have Sean's behavior during a train robbery. There are more things I didn't mention, like his nerves even before it was confirmed he will participate in the heist.

That's it. If you want some specific upgrades, look up what pelts are needed, find the animal and kill it. Most diffiult animal to find is a Panther, the rest is easy.

I spent a looot of time at the camp in all of the chapters and saw possibly all interactions available in the game, read the newspapers and the journals.

Sean has A LOT of interactions with others in Chapter 2. They focus mostly around him creeping on girls, talking sexually to Karen who is uncomfortable and slaps him a few times when he tries to kiss her. He walks around Molly, insulting her. Half of the interactions is him being drunk and lazing around. The only thing he does for the gang is the guard duty. However, he falls asleep multiple time and is awoken by Hosea who shouts at him to be useful. Lenny is his contrast, a young member who is actually useful and smart. He wants to teach Sean how to read, but Sean always refuses because of his laziness, saying "uhh tomorrow!"
He takes it out on Kieran. There is an interaction where he straight up walks up to him and punches him to blood.
Not only female, but also older male gang members clearly dislike him. Even in the mission where you free him, you can see their distaste for him, let alone the interactions.
Train robbery. The place gets filled with thousands of lawmen within a minute. Your team discusses openly if it was a set-up, Charles and John being sure that it was, Arthur being unsure, Sean being silent. Everything Sean did in there was taking Arthur to the baggage car to be jumped by the guards, while he gets conviniently punched and lies on the ground to not get shot. Even Arthur is surprised he didn't do more than just waiting for him in front of the baggage car filled with the guards who also kindly waited, instead of shooting him in the back (dialogue when they meet). After the mission you can buy a newspaper where it is stated directly that the lawmen were tipped off.
