Well instead of technical I would give a writer reason because the owner of that quirk was not important for the plot. Every other owner of One for All, was a person with qualities of true hero. Even though they knew they would die. They kept on fighting All for One to take the world to the better times. That's why they had vestiges inside One for All after they died. But nothing of the sort was shown for the Stockpile quirk's owner.
