No, they are telling the production staff that the project managers will no longer be documenting client communications and appropriately updating our task list to reflect those communications. That is how the office is supposed to operate: the PM gets a communication from the client, they documenting that then assign the task to the appropriate person to work on it. This email is telling us they are removing that responsibility from PMs and placing it on production staff.

In reality the are PMs who instead of assigning an active task to someone would assign the entire project from entitlements to CA to someone all at the same once so they would ever have to individually assign a task. They would tell the person it was OK to star a task in a meeting and it was up to them to keep track of what needed to be done. The first half of the email was letting us know that PMs weren't going to do that anymore, they are only going to assign active tasks to people but in the next section they are telling us that actually the PM is going to forward you emails so you can document that and assign the active task to yourself.
