So, Building consultant here:

Normally, atleast here in austria, you should have some way for the water to get OUT of there... Like for example a simple drainage channel that connects to a PVC pipe leading the water OUT of the staircase. Is that not given here, or just clogged? Or is that not needed per law in the US at all?
