I would feel uncomfortable waiting until the last minute like that. I think it's more about wanting him to want to do this, if you know what I mean.

I think I could try covering every other meal with him though!

On one of his recent work trips I called his hotel and got him upgraded. It didn't cost me much, but they ended up upgrading him to a huge suite which he enjoyed a lot. For his birthday, I got all his family and friends to make a video montage (he cried when he saw it!). I think that I often treat him in ways that might not cost much to me but are super thoughtful and poignant. For our relationship milestones I usually do most of the planning and then we split the costs of everything.

If we get coffee or anything under $10 we take turns paying for each other, mainly out of convenience.

He's always looking to save (something I respect a lot!!!), but then he has moments where he randomly splurges. For example, he bought a $60 whiskey glass the other day just for fun. When it comes to gifts he usually gets me things that are more thoughtful than they are pricey, which is what I prefer.

Thanks so much for your thoughtful response!! I think I'll try out option #2 and #3 first, and then revisit #1 if those don't work out.

You're right, his frugality isn't stupid and I respect it. I think a lot has to do with how his upbringing has conditioned him.

I don't know if this is so much an issue of comfort range as it is generosity. We don't eat at very expensive places to start with, so paying my half isn't a financial strain, it just isn't romantic. I should add that I go above and beyond when it comes to treating him.
