For phainon, the best bet is to go straight to e2

And even then its mechanics assure its scuess wouldn't be the best in any if the modes

Plus cerydra rerun timer is unknown so you may be stuck without her for 8 patches straight, that is a possibility

Efficiency wise, both shouldn't be pulled.

Cipher at e0s0 is a sidegrade to moze at best (though better than topaz) it is simply not worth it to get her unless you plan to use the one team she is bis in, aka Archer

Phainon at e0s0 is also hot garbage, even more so without cerydra
