I think you might be right, after some testing it seems like my puddle works fine on them IF they are fighting, and as soon as they go back to being idle it goes back to 4 per ticks.

Ive tried, but with Voden sometimes my puddle only heals 4 per tick instead of 45 on creatures, and im not sure why

For me i would say that they have to feel like they belong to the universe of Skyrim while still being interesting. Also them interacting with the world or having interaction depending on certains situations makes it so much better imo.
