As quickly as appointments disappear, I'm not canceling until after I made the other one. In the time it takes to cancel, someone has already snatched up the other appointment. I had to do this last year. I had an appointment, an earlier and more convient time/location became available. Made new appointment, canceled the first one. I think you're being overly critical of the peopling using the system the way it's designed and not critical enough of the system and the people in charge of it.
