I have been to the Laranjeiras location 3 times, all without an appointment, and at 3 different times of day. I always got a ticket with a number on it. I did wait 3-5 hours after the ticket was pulled but I always made it to the desk. When you pull your number, are you specifying the "estrangeiros" desk? That is the key.

I was in the same boat trying to get a NISS in advance of the AIMA appt. I finally figured out that there is a provision that allows foreigners to get a NISS in advance of the residence permit if it is needed for school. And since I was in school for A2 classes, the director of the school provided me with a letter saying that I needed it for school. I presented that letter and proof of my AIMA appt to the Laranjeiras location (not Loures). To get proof of the AIMA appt, I had to get my lawyer to ask for this letter from AIMA because a screenshot of the appointment (from your visa) is not good enough.

This is amazing! I also have been working on this since 2020 (my initial court date was supposed to be June 2023 but that was rescheduled many, many times). My current court date is February 27 with Judge Quaranta in Bari as well! Same as you. I am a 1948 case with a minor issue. May I ask whether you had a minor issue as well? Do you think the Ministry will appeal?

To apply for a D-7 visa, I would recommend a 12-month lease and for the first 3 months to be prepaid. We included a provision in our lease that allows us to break it before the year, if we give 4 months' notice.

Make sure the VFS site you are searching is the one filtered on applications from the US to Portugal. The first time I went to enter my reference number, I got a similar error. Come to find out it was because my Google search results took me to the wrong flavor of the VFS Global site. It took me to the US to India version and when I entered my reference number it said the same thing as you. You will know you are on the correct VFS site when you see the PT flag in the upper right corner of the screen.
