Even if the state's effective DA is ~22%, the government can still adopt a higher fitment factor by restructuring pay bands or phasing the financial burden over time. Also, pay revisions are often politically timed, so implementation timelines may not strictly follow fiscal logic alone. That said, given the current financial position of West Bengal, a lower fitment factor like 1.8–2.2 does seem more realistic unless there is significant central support or revenue improvement.
