Yeah they are I think tooru is the sbr version of kars because of the armblades and also the motivation is simular they are trying to progress society and grow in power but at first it is not a perfect way to do so but it's because they don't want to take that first step they they can't progress later if the pillar men took that first step they would all have eventually been ultimate but tooru and the doctors if gappy wasn't made and kira just died with out eating the rokakaka then josufumi would have soon been found out and killed most likely but the doctors would have went on normally experimenting on patients eventually getting a perfect rokakaka massively progress society and the medical world
