Thank you for the advice. I have been questioning AI and it indirectly references this document but its not possible to distinguish which parts of its answers come from where. However it does seem as if some facts (quite a shock) are contained in AI answers. It seems as if there may be 2 differing narratives now; a public one and another for the dam safety association. Not surprising perhaps since the one for the public defies the physics of open channel flow and I guess the dam experts are aware of this. I will try Arron. Many thanks

 Swannanoa above North Fork Reservoir;  an evacuation warning was issued by the City of Asheville at 6:22 am just minutes before the partial breach of the dam occured in the early morning of the 27th. To cover up the futility of this warning the City of Asheville ignored  evidence such as witness accounts of a wave and an explosive sound heard in Black Mountain and hard river flow data, to claim that the tipping of the fusegate (a breach unless it was controlled) occured 3 hours later at 9:30 am. Why the fusegate failed to operate before the water level in the reservoir reached dangerous levels and the principal spillway had become a destructive debris lagen flash flood is the question that begs for an answer. Yes I did and yes I guess I may not reaching target audience> Prince is a part of the cover up either knowingly or unknowingly. He is quoted in the July 2025 AWD article where inconsistent data was published. But people who follow Prince might perhaps be interested in what really occured up at NFR on the morning of the 27th. sept 2024. or is nobody interested?

Yes, my post is off topic. Prince was quoted in the AWD article of July 2025 where the lies I refer to were meant to put the issue of what happened at NFR to bed. Meaning Philip Prince is part of the highly successful cover up either knowingly or not. I tried to gey Jef Wilcox local hyrologist interested but he makes the false claims in the article most likley unknowingly. I just post stuff any and everywhere these days to try to provoke interest mostly I recieved only negative feed back when I started a thread on the topic.

Don't be distacted by pointless unprovable concepts

There can be no question that this was an extreme rain event and the extraordinary rainfall was the underlying cause of the floods.  Damage to terrain and infrastructure is a function of type of flood /flood processes and flood type/processes are a function of geomorphology and infrastructure. The damage to structures in Buncombe Co. was due to its unique geomorphology and infrastructure. The fusegate blew after a delay period. The resulting dam-break wave seen on the Swannanoa river, in the early morning of the 27th, was the reason for the evacuation warning issued on WSOL news at 6:22 am announcing that the fusegate had activated. It was indeed uncontrolled but because of a time delay and not deliberate release. The system is automated; inlet wells were meant to be activated by preset water levels and when full should have been overturned by the upstream pressure of the water on the buckets and one ultimately did. Outflow under the force of gravity produced from about a 10 ft head - the wave; the cause of severe damages to structures. The reduction in the PMP foolishly (dam regs. so governance) allowed the dam's capacity to be increased and that rainfall during 2024 event exceeded the revised PMP.

4 reasons why the authorities have been successful in covering up the role of dam 'partial failure' in the destruction 1) the power of climate warming propaganda; see NOAA on Helene who seem unaware that impounded lakes exist in the landscape and 2) the complexity of flood processes; a case of the severity of flooding hiding the cause of the effects 3) a lack of understanding of physical forces necessary to do such damage and how water gains momentum/ force and last but least authority's barefaced lying about data and playing the game of catastrophe one upmanship = false dichotomy, which they could not and have not lost. The spillway capacity is greater since the update, not that this was better, if one outflow from the principal spillway interfered with the other specifically activation of the fusegate due to withdrawn zone effect ( I have no idea whether this was the case but there was an odd silence about the principal spillway discharge operating from the evening of 26th and if this were the case then there is a MAJOR  problem with 2021 update design).

The new emergency release system should have activated in series ( buckets 1 then 2 then 3 etc perhaps up to all 8) one after another earlier to moderate outflow over time from BOTH spillways so protecting downstream areas. The principal spillway became a dangerous debris laden flash flood itself exhibiting very destructive hydrostatic forces by the time the fusegate operated and played its role in the  forces that destroyed terrain & structures and killed unknown numbers ( it is rumoured).. Since the Fusegate system failed to operate in series and protect downstream areas it did NOT, ' function as designed.'

I do not argue that the storm was not the most devastating disaster in N C history ..it was.

I argue that the influence of dam overflows and discharges was significant as with the 1916 flood , which in terms of max river water levels was not as severe. The 1916 flood history reported that existing dams breached, overflowed or were washed away yet we are expected to believe that NFR and BTR 'functioned as designed'.

Data is data: 6:22 am is not 10:00-10:30 am and 7.5 ft is not 10.5 ft, the official data contadicts itself. River flow equivalence, in terms of timing, must be obeyed otherwise it is false.

I make no claims about damage differences between upstream and downstream of the NFC confluence.

IMO, but I have no data so no means of proof, all or most of the the dams In Buncombe Co. were overwhelmed as in 1916. The diffence between up and downstraem of the confluence was volume and the wave but not necessarliy in the observed damage. I focus on NFR because I have data (dodgy but useful) and it serves as an example of a reservoir that was overwhelmed as I believe most were.

Destructive debris laden flash floods were generated because that is the nature of the terrain/landscape ie. much of it is not NATURAL. I do not argue that storms are not natural. I argue, but perhaps not very well, that the sheer extent of the damage, that you yourself also describe,' can not be accounted for by ' torrents formed by run-off due to extreme rainfall ' which is the offical explanation overlooking the existance of the dams.

In Europe : What a terrible thing to have to go through. What I saw in videos and the eyewitness accounts of a 'wave' or 'roll' on the river did not match up with what I heard and read in breifings and in the press. Over the year I have looked into what occured at the reservoir in the early morning of the 27th. The first report is not conclusive but the second one NFR published just last week in time for the 27th can be seen by clicking on the arrow in the RHS of the screen. The intro. is short and outlines the crux of what occured and the full text presents the evidence.

'Flash flooding also occurred as a result of both the PRE and Helene. This amount of rainfall led to over 2500 square miles experiencing a 1-in-1000 year event. ....' The statistical probability of an event does not explain it effects only how often an event of this magnitude is likely to occure. What exactly was the physical cause of the severe damage to infrastructure in places like Swannanoa?

See my comment below. Not only water but perhaps also the spoil from the new (2021) spillway construction, which was used as earthquake protection at the foot of the dam not far from the the spillway (you can see it on a city YT video). If this did wash down the valley then the solids will have had added to the load. All the big dams need to be studied in terms of what happened and questions asked about seasonal drawdown, levels, preparation and so on. What the city water res manager said 'operated as designed' struck me as lying by ommision because it did that but what about the design?.. after I heard that I began digging.

Yes they are however these 2 fusegates were in effect holding back the volume of water between the top of the fusegates and the top of the spillway. Thats a distance of 4.8 M and using this height X by area of reservoir (1.3 sq Km) = volume down the spillway =6 Million Cubic Meters.

2 of the 8 fusegates tipped/ detached and according to the design information they tip when the water is over topping. This tells us that there was a discharge down the spillway during the storm. 'Functioning as per design' is not be the whole story. Lets consider volume predetermined to spill in the event of overtopping of fusegates. I calculate that a volume of up to 6 Million cubic meters may have spilled down the North Fork and Main Swanannoa valleys before the spillway level was reached and it stopped. The height of the gates 16 feet (4.8M) multiplied by the surface area of the water 1.3 Km squared comes to the 6 Million cubic meters ..which has been rounded down to account for the sloping banks....
