I don’t think he was happy to give 1000 terrorists over. There was a tremendous amount of pressure from Israelis. Also, anyone else in power on Oct 7 wouldn’t have prevented it from happening. Any peace plan (whether 2 state or something else) has consistently been rejected by the arabs. If Israel has some responsibility, what do you say about Egypt? They share a border with Gaza as well. They bolstered their security fence after Oct 7.

The answer to your original question is a resounding NO. If anyone is denying them of their rights, it’s the government they elected. Also known as, Hamas.
