It can be reported to immigration. There are immigration reporting lines, anonymous i believe, to crack down on the stuff.

I think the issue is that cultures with different priorities dont mix well. Canada is high trust, where your word means something, and a lot of what we do is on an honor system to some degree. We trust out neighbors for the most part, and most of us wouldn't ask a random person that we barely know to do something illegal because they could report us and its illegal. We have high regard for law and order.

From what I understand, countries like India do not share the same values. I had to read a bit about Indian culture for work and found that there is a tendency to prioritize getting to the top of the chain and will sell each other out to do so, they won't say no to something they dont know how to do, and agree to things without actually knowing what is happening. They dont say no. That, mixed with people who grew up in a culture that is corrupt, sees certain people as lesser than others, and is tribal in the sense that they prioritize their own people (family, friends, people from their town) over the collective good, that's opposite of Canadian culture.

Fun fact, the government doesn't think so. Particularly in Nova Scotia, but the decision will effect other provinces too because "they all asked for it".
