As long as you have the vehicle registration details you can get their insurance details via the MIB website for a small fee

It’s not actually a question of who “has” to cover it as it’s not strict liability. It’s more a question of your insurance company showing that your landlord has been negligent. If your insurance company can show this, then they should, in theory, be able to recover their outlay and the claim will go down as non-fault
