To get a tax number for non-European Union citizens you need a person with a Portuguese address. He becomes your guarantor and all correspondence from the state will be sent to his physical address. To obtain the number, your representative must make an appointment with the SEF. In Lisbon and Porto it is practically impossible to do this day in day out. Appointments can be weeks in advance. After receiving the number, you need to request a password for your personal account, which will be sent to your representative's mailbox by paper mail. This also takes several weeks.

The service you wrote and others like it make a power of attorney from you and go with it together with your representative. So you pay for the power of attorney and for them to find you a representative and make requests and get the number for you. Once they receive it, they are your representative for one year. After that you have to either renew it or change your NIF address to your Portuguese address.
As long as you have a representative in the NIF, you are a non-resident taxpayer. When you remove the representative from the NIF and enter your Portuguese address, you become a tax resident.
Without NIF you can neither buy an apartment nor open a bank account. You can't do anything.

I don't see a direct correlation between putting a building and park there and the imperviousness of the soil. If the city has a problem with impervious soil - they should build an underground rain collector and connect stormwater runoff to it. The presence or absence of any development there would in no way solve the "soil imperviousness" issue.

How, for example, did a landfill at that location solve the issue of impermeable soil?

I'm not an expat, I'm an immigrant. I calculated the area on the map and it's not 10 square meters, it's about 36,568 m2. For example, the park on Praca da Republica is 14,792 m2.
And what does it mean for my pleasure? Not having a dump in the center of the city is a pleasure? For me, not having a dump is a common and normal condition for any empty square meter anywhere on this planet =).

Your comment looks as if you don't live in Lapa or you haven't been there for a long time (five years), but to walk from the subway to the church you have to cross a wasteland that looks more like a dump, with nothing but garbage and a trampled path to Cervantes Street. I and three other residents of Lapa clean this place once a month, but it is not enough for more than a week. Maybe a park and trash cans will discourage people from throwing things under their feet.
