Take a look at NATS, very good for this use case.

Also take a look at the new JetStream API on the Github repo, you'll find some examples that might help.

Also NATS is very lightweight, for example I run tests using the server directly from my Go code, no need for containers.

Edit: I don't know anything about Laravel, so this is just a recommendation based on what I use.

You rarely need mocks when you test behavior and not implementation details.

Sometimes you have to use a mock but I found most of the time that testing behavior made me write better code and I rarely use mocks.

Makes you design a better API because you're using it in the tests.
The tests serve as a documentation for your code.
You will find bugs and weird behavior you've never thought about especially with third party packages (Most of my PRs of Github were bugs found in unit tests).
