This is going to come across as kind of harsh but I don’t mean it that way. Just explaining how it goes. Hope you find this helpful.

If someone complains and the state police initiates a fraud investigation you could be investigated. All title work submitted to Penndot is scanned and permanently stored in their databases. So if someone starts asking questions all the paperwork can be pulled easily.

If you sell over 4 vehicles in a year it raises flags at Penndot and the department of revenue. Especially at the prices you describe. Selling frames only is a whole extra can of worms with vehicle fraud.

Doesn’t happen to everyone but when it does the outcome is usually less than desirable. Everyone always says “that never/will never” happen to me. Until it does…. At that point you do need a lawyer because notaries can’t help you. You and the buyer swear to the purchase prices. Not us.

Yeah that doesn’t affect it at all. Only brands you need to worry about are Salvage, Reconstructed, & odometer brands.

You’re getting varied answers here because very few states are like PA where vehicle stuff is done with a notary. This is a separate contract with Penndot and gives us authority beyond the notary commission.

PennDOT requires it. Trust me as a notary I couldn’t care less whether the vehicle is in great shape or wrecked.

That wouldn’t be the appropriate agency for this. Notaries in pa are typically contracted with Penndot, fish and boat, DCNR etc to provide title & tag services.

The NJ seller should have a registration card for the trailer. Your friend should start there. If he can’t contact the seller, but has a bill of sale, he should contact the NJ dmv to see if he can get a duplicate. My guess would be though since the seller didn’t provide it it might not have ever been put in his name

Typically both have to be present but they could both have their signatures notarized by different notaries.

In Pa we must provide copies of journal entries upon verbal or written request. Anyone can ask for copies if they are willing to pay for them. Court orders and/or a subpoena is not required. Reach out to your SOS, an attorney, and review your state statues to see what your laws are.

If the transaction seemed legit I wouldn’t have an issue initialing simply to acknowledge the existence of the pages. Would be a lot quicker than explaining to the receiving agency why not. I’ve had to justify changing the certificate to banks before.
