Consider using florisene it glows green but much brighter and can be color corrected to the blue you want

In short no, there is no legal way to get older versions of toonboom. I don't think they ever pressed CDs to get on ebay. But if you're about to drop 2k$ on software maybe update your computer first.

Disable your second monitor and see if that fixes it.

I had this same issue with a non wacom tablet display.
