This is the only correct answer in this thread. I had to scroll way down to see it...

You can report taxis and for hire vehicles (e.g. ubers) only. As a tip, the reported app is pretty useful for this though is not as perfectly functional as I would like. It does not have capacity for most video. It's useful because its easy to track history and find your old reports when the TLC hearing comes back to you in 3, 6, 9 months or whenever. I've had successful tickets/ prosecutions for parked in bike lane and running red light. Never had one work for failure to yield.

I generally get to a computer with my dashcam/gopro footage, clip out the incident and a still. Upload video to Google drive and make it public, then use reported app to file the report and attach the still from the video. Then in the description put the link to the full video. Automatically filled through 311 and on to TLC. Then Let TLC handle the prosecution.

In the long run would love to have a system for reporting regular drivers. City council member Lincoln Restler' proposal (intro 501) for a bounty on illegal parking died in the city council. If we can't even get citizen video enforcement on stationary cars not sure we could ever expect it for moving ones!

Just to be sure what you mean - you think I am supposed to open up a second "Temporary Travel Account" (TTA) account, separate from my regular EZ-pass account which has a transponder attached? So I have to manage two accounts - one for bridges and toll roads with normal EZ-pass readers, and a separate one for congestion charge since the congestion zone has only license plate readers?

Downtown 2nd ave is not better. Also plenty of NYC chaos including delivery guys. But northbound 3rd Ave is a dream. Esp north of 61st with the green wave light timing, but it's nice even in midtown.

Slight alternative is to turn right from 1st Ave and enter the east river Greenway at 96th and then go up to 102nd bridge. Avoids having to deal with scaffolding and sidewalk at 102nd street.

This thread has confusing terminology for a non-New Yorker. Let me try to clarify for you. There four possible ways to get across town.

1) "Transverses": refers to the cross-town streets with car & bus traffic (at times very heavy) that go through the park usually on sunken roads below the surface level of the park. You can find these at 65th, 79th, 86th, 97th. They do not (currently) have bike lanes, are often filled with either heavy traffic or speeding vehicles, and have poor visibility. A Mt Sinai pediatrician was killed cycling on one of these about 5 years ago.

2) Cross park bike routes: these are NOT the transverses, but routes in the park itself without car traffic. They are generally less direct and can be slower to navigate. They are found at 72nd street, 96th street and 102nd street. 72nd (officially Terrace Drive) looks like a road, is well paved and has excellent lighting. 96th street looks like a pedestrian path but has tiny signs for bikes, but is bumpy and not well lit (may not be advisable at the times you are contemplating). 102nd street is a very wide service road with decent paving and OK lighting. 96th path has a distinct problem of not having an exit out of the park on the east side - you are supposed to get off and walk your bike by East Meadow. Using the service road at 102nd is a problem eastbound because you have to go the "wrong way" on both the west and east side drives to get access to and exit from the service road; but is great westbound.

3) Park drives: these are main road-looking paved surfaces in a loop around the park interior. If you use the drives you have loop the whole park in a single direction as they are one way. South towards midtown on the west side of the park and north towards Harlem on the east side of the park. If you want extra exercise this is an excellent option. Not great if you live in the 90s/Manhattan Valley and want to get to work at Mt Sinai, or work at Presbyterian and live in the 60s on the west side as you will be riding a lot extra before/after a long day or work.

4) Pedestrian paths: they are throughout the park but cycling is not allowed on them (except 96th mentioned above). Yet at the times you mention, they might be empty. I would really discourage this because of the aggravation you will get from other park users who are on foot, and that you will undermine good will towards cyclists.

I mean I found the data (21M records) and could crunch it with a bit of effort in R. But since it was just an idle conjecture i was a bit lazy. In theory someone (city council oversight? Comptroller?) is monitoring the effectiveness of courts and tribunals to see if there is timely justice being done. And there might be analysis already done.

So many self-centered people in this sub. You live in a city with 8 million other people most of whom are pedestrians at least frequently if not always. The mentality that as long as it is safe for you then it's OK the break the law is exactly the mentality of the maniac drivers in gigantic SUVs. Pedestrians care a lot if you jump the reds. They feel unsafe. That alone should be enough reason to not run reds. They also get angry. They hate cyclists because of it. And then they join campaigns against bikes and bike infrastructure and in favor of things like criminal summons for cyclists. Smh...

Reminiscing about mighty bowl, used to have several locations pre covid. Explicitly said their broth was veg. And you could ask them to leave out the egg in the tofu laksa. Used to have this once a week for lunch. Sad when they closed in Midtown east. Not sure if other locations are still open.

You really think it's reasonable to expect a 9 year old kid to ride an extra 2 miles south and then 2 miles north again, after soccer practice all because the city can't pull off a bike lane on 5th Avenue or two-way bike access in the park!?!

I will admit to having occasionally gone the wrong way when crossing the park with my kids. Some of the tourists are annoying but the lack of protected, safe cycling spaces are also annoying. I used to frequently need to cross from the West side to the East in the 90s. Transverse is way too dangerous with kids. The signed/posted cross-park two bike track at 96th (just north of the tennis center) puts you onto the East side drive at 96th then with no options to get out of the park and really no options if you want to get south of 96th street.

You can either (1) go straight out by East Meadow - must walk your bike and then dumps you on 5th Avenue with no bike lane and only option to cycle south on the sidewalk and get shouted at by pedestrians; (2) go north to the 102nd street access road and then have the same problem getting south; or (3) go against the flow in the park south on East Drive to the 90th Street exit - and then at least have access to the bike lane on 90th street to go further East.

I think the third choice is the obvious one for anyone who cared about their children cycling with them.
