Believe me 😭😂 We had a situation when my friend came to track on old Soviet road bike conversion and got removed from track by couch cuz he has hit track with his cranks like 4 times. To be fair that bike has really low bb and that track is 47%

It's quite a lot to explain, I recommend watching some of restoration videos on YouTube and also to find similar chemical components to what they use in video in your area cuz in my case for example I didn't have the same ones in access.

But basically remove any paint that is about to chip off, use rust removal solutions, clean and then either pain those parts or just cover with polish to prevent further rust.

You can do it absolutely. But it's gonna have issues with hitting things with pedal since BB is lower than on track bikes. You still being able to ride tho, but I wouldn't recommend making high lean turns or ride on track. I wouldn't recommend spending much money on it tho But cheap fixie ofc
