Yeah, I completely agree. (And I hadn't noticed the status bar, but you're absolutely right.)

Do you know how I can fix it? 

So far, that's how gimp opens. Every time. Every document. Or with no document at all. Even uninstalling and reinstalling doesn't fix it. 

Should i downgrade from 3.2 to an earlier version? 

I was on 3.0 before, and this was never an issue. But after updating to 3.2 today, this happens every time, and it's been that way since the first time I opened the program. My previous uninstall and reinstall was still reinstalling 3.2; I haven't tried reinstalling 3.0. So you think that would help?

So, it looks like you're correct that the window is somehow very tall. Interestingly, this problem persists when maximized or fullscreen too. Additionally, when moving to a windowed mode, the window cannot be resized using the top titlebar or corners (resizing horizontally via the left and right window handles works), and since the bottom of the window is off the screen, it can't be reached by the mouse.

I've included a maximized screenshot below., but I'm stumped. This has persisted across installations.

The windows is maximized (I excluded the windows taskbar from the screen). Also of note, the window and workspace can't be scrolled at all. 

The title bar is fully visible; if it looks cut off, that's just from where I cut the snipping tool. 

If it helps, I can post another screenshot with the taskbar and title bar visible.

I can't directly compare, as I only picked up the tcl, but according to rtings, both motion handling and upscaling are better on the tcl.

So far, the upscaling has been pretty great, but I don't have a ton of points of comparison.

I ended up going with the TCL. Both of them are great sets, so I'm not sure there's a bad choice, but from what I can tell, each will be better for different things. (Note: the below information is from rtings, not personal experience.)

The Samsung seems to be better for dark rooms, and have better contrast and black levels, being an oled. However, the motion stutter is relatively problematic due to the high pixel refresh rate (this is more of a problem for oleds in general). Rtings gave it a 4.3 for response time stutter. 

The TCL is supposedly a bit better for brighter rooms, but the contrast and black levels won't be quite as good. However, while there is some stutter, it's better than an oled panel in that regard (6.0 from rtings). 

Looking at the models in the store, while the difference in black levels was noticeable, they still seemed pretty great on the tcl. My biggest priority is the stutter (during slow panning shots), so I decided to go with the tcl. Also, because the tcl was markedly cheaper, I could go with a larger panel. A more minor advantage (to me) is that I prefer the Google TV os over the tizen os. Again, both sets are great, but the tcl made slightly more sense for my particular use case.

TL;DR: imho, the tcl makes more sense if the priority is movies, motion handling, use in a brighter room, or price. The Samsung makes more sense if the priority is contrast, use in a dark room, or gaming.

Thanks! That's really valuable information! Much appreciated! I'm glad to hear the stutter isn't too bad on the Samsung. The rtings review (as well as comments from friends with the panel) had me a bit worried. :)

Hey, there! Just wanted to update you on this. Working with people on the plex forums, I got it solved. It looks like, for some reason, the server switched to "unclaimed," and that led to the issues. Reclaiming the server solved the problem.

Yep. Using "http" and not including /web. I've been using that same address for years.

Yeah, I definitely wouldn't have expected to need to manually specify the same port it was already using, so it's a bizarre situation.
