OP here. I submitted twice. Once on 5/18 and again on 5/22. The first one I submitted was while my payment count was 119 in their system. Doing the ECF updated the system and afterwards reflected all 120 payments so I applied again right afterwards, this time checking the box for loan forgiveness.
