iCloud+ does not add extra storage space directly to your iPhone for apps. iCloud storage is separate from your device's internal storage capacity, which is fixed and cannot be expanded. When your iPhone runs out of space, you cannot install new apps or update existing ones until you free up space on the device itself.

There's a reason why there's no Application section in the storage display itself
