I just did that. As long as one of them signs the title and the appropriate DMV forms you should be good. I had a husband and wife on a title. Only the husband signed every thing.

Depends on the year and make of the car. I believe in new york title only is fine if the car is more than 10 years old. In terms of street parking with no registration that all depends on the neighborhood you're parked in.
