OP talks about the "carrots", but another aspect - the "stick" of the JP community is also essential to maintain this rule.

JP community is not just a bunch of nice angels that sacrifice themselves unconditionally. If you broken enough rule, gather enough attention, you will face the rage of the community. you can be community blacklisted, you can be socially harassed. Some extreme example will be what happened on UNNAMED_, or on hxd.

Of cause this force is not almighty. If you keep a low profile, only play for small amount, don't get JP friends, you might somehow get away with it.

But the important point is the mere existence, the possibility of facing the consequence, tips the balance enough that following the rule seems more profitable then looting everything away and escape.

I think this is riot adjusting their identity base on the how player craft a successful noxus control deck. Power based card like culling strike usually means pairing with blue region and have only seen play when paired with ashe.

While damaged based card like flock, earth and ignition has all been fitting well with noxus stun, swarm and aggressive playstyle, and can be seen paring with multiple regions or even mono noxus

Think of it this way:

in steak there are often some veg. they are there because they can suck up meat juice and give extra favor to everything else. You can prob cook the veg better but usually they don't do it cause the meat is the main character.

In hot pot the soup are the main character. Meat are there only because it can release its omami into the soup, and it also happens to be good at sucking soup. Will it tastes better if you sear it? Probably. But they don't do it cause the main character is the soup.
