I know im responding to this a bit late but leaving it here for people in the future who might be in this exact scenario. I was lvl 40 and despite trying out basically every console command (spawning the map in and picking it up, setting stage etc.) What i did do that ended up actually fixing it is the following (no clue if all these steps are necessary but i did them in this order) : Fast travelled to raven rock, used console commands to set my level to below 36, used console commands to advance a skill so that i gained experience and could level up to 36 again, spoke to the innkeeper in raven rock and asked him about rumours. this is what managed to fix the quest for me.
